I think we need to adopt something where if you are under the age of 15 or 16, a parent has to enter their credit card number to reassure all of us that the members on here will be mature enough to handle the 'POST REPLY' button.

That sounds good but....how do you get the kid from lying about his age when he signs up? And if this were to take place, it should be something only a parent would have...but not a credit-card number. Just seems very inapropiate from this sort of thing.
