So i have a compag presario sr1300nx with windows 7 and a intel pro/100 ve network connection and my service provider is shaw cable and it say's up to 400 mb a sec do i need to upgrade my network adapter to get the full potential of this speed cause my internet is slow right now

You are not going to get or use great speeds on the Presario with the Intel Pro 100...
But I would download good speed testing software to find out what you really have. A lot of providers will short you significantly, and sometimes it simply depends on the neighborhood Wiring, and connection to the building where you live.
