Dell Inspiron 1000 can't connect to Internet

i know its a dinosaur but i recently did a fresh xp install on my dell laptop and successfully installed all the drivers from dell.com but i am still unable to connect to the internet. my laptop recognizes that my ethernet cable is plugged in, under the LAN Connection Status/General/ Activity tab it has a value of 253 packets sent and 0 packets received. can anybody help?
 
Click on start menu>RUN and type
ncpa.cpl

click ok
Right click the appropriate connection and click repair.

step2:
Repair winsock

Click start menu >RUN, type "netsh winsock reset" without the quotes and then click ok...
When the Command Prompt flashes,restart your computer...
