New warning I get from SP2

Heres a screen shot of a warning I get just before my pc reboots

I only get this when I'm downloading with BitTornado. I even turned off the new MS firewall(thinking it was the reason and still may be) and I still get this. Any clue on how to avoid this problem. I checked the link in the warning and MS was no help.

Increase HKEY_LOCAL_MACHINE \ System \ CurrentControlSet \ Services \ Tcpip \ Parameters \ TcpNumConnections.

Well, I'm good up until the /Parameters/ but after that there is nothing (folder or key) called "TcpNumConnections."

I'm using XP SP1. Is that something added by SP2?

How can this same thing be changed in SP1?

Create it (DWORD value) if it doesn't exist.
