Can't open certain programs sometimes like IE

Hey occasionally I can't open programs on my computer such as Internet Explorer. Most of the time I could but at times I'll have to reboot in order to open. Same happens with my win ftp aswell.

Which version of Internet Explorer? 6.1, 7, or 8?

I just recently upgraded to IE 8 but the problem was happening with IE 7 aswell.
