Computer will turn on but will not boot

I installed a new hard drive into my laptop but when I turn it on nothing happens. A bunch of words and numbers come up???????????????

its a new hard drive, i just replaced the old one.

You do know that you have to install the operating system, device drivers and other software, correct? Can you get into the BIOS or boot menu? Change the boot priority with the optical drive first and boot with your Windows CD/DVD (depending on which version of Windows you are installing) and begin the Windows installation.
