Laptop won't turn on

Im having an issue with my Toshiba Laptop, the lights dont turn on, but when i push the power button it flashes and so does the light at the bottom. Ive removed the battery and just plugged in straight from the wall and still no luck. Any ideas on what the problem may be?

I'm afraid the motherboard has died, and will need to be replaced
