yes, anytime you have a 0.0.0.0 or any ip with 169.254.x.x, then you aren't communicating with the network. This could be caused by several different things. Could be firewall settings, could be network security such as MAC filtering or encryption(for wireless adapters). Could also be a problem within the TCP/IP protocol in Windows.
