Newcomers allowed to post links again?

Is spam like this allowed again? (Well, quite obviously it is)

I have a feeling when Julio updated to the new VB, it got rid of all the hacks, he probably hasn't had time to reapply the ones that matter.

Yes, when I brought vB up to date all the hacks were gone but actually this was also done because one of the hacks I applied was having negative effects in the registration process of new users. I have only reapplied the most basic hacks leaving the rest of the picture and so far I have stopped receiving complaints about registration/first posting issues.

I still have to solve the problem with the thread pages not showing the navigation bar properly at the top.
