WebCam Aint Working

Hi, a friend of mine has a webcam and whenever he tries to turn it on, it restarts his computer.

PC Specs (incase it could be problem)
Windows XP Home ED
1.6Ghz Pentium 4
512MB RAM
Some Geforce 2 64MB card.

Open the case and post the wattage of the power supply.

You have to plug it directly in the PC. No hubs.
