The reformating disks should have came with your computer, if not, contact the company. You could probably buy a brand new one if you've already lost yours.

If the file system is FAT32 it is quite simply:
goto www.bootdisk.com and download yourself a windows 98 boot disk. (floppy) > on startup change the boot sequence in the CMOS (by pressing del) to floppy drive first. > exit saving changes > start win98 with cd rom support > type: " format C: " where C: is the drive you want to format.

If the drive is NTFS without a windows installation on it:
goto my computer > select the drive you want to format > right click and select format...

You cannot format a Harddrive that has the windows installation on it whilst in windows, you must reboot into dos mode
