I can't smoothly scroll vertically or horizontally,
and when I try to drag a small window to a different
place on the screen, it doesn't just drag to the
new location, it sort of pops up in the new location.
prob just need to re install you video card drivers. Thats what happens right after you reformat the screen just kinds jumps and stutters when you scroll.
