Is Apple gonna make users pay for this as well?

the apple pattern so far has been to give it for free to start with then once people get used to having it start charging for it.

I read something about this just recently. I heard that they were going to start it out for free, for a few month or something close, then switch it over to a pay to use thing. The free part of it is just to get solid user background that will go out and buy it because they liked it so much.
