Cpu fan does not function properly

I just bought a new cpu fan. It's an Igloo 2470 light for Athlon xp 3000+ 19 dba. I was told that it would work without a problem. My mobo is Jetway v266b and AMD athlon xp 2000 processor socket a. After I put the new fan in the comp won't start... I get an error message : cpufan does not function properly. I do not understand it and have not found any solution... please help

i know this is going to sound really bad, but did you make sure to plug the cable on the fan onto the mother board and make sure that it was on right??

Yes... and have tried to plug it into fan2 block on the board but still the same error msg.
