PC Time Limit Freeware

I'm looking for a piece of FREEWARE which has the ability to limit a user's time daily on their PC. I've been looking for ages for something like this.

If you have Windows XP, this function is already built in. HERE Hopefully you are familiar with CMD.

Is there an easier way to do this through freeware? If not, how do you remove the limits through cmd?
