CPU fan below threshold

I have Asus P4T533 motherboard and 2.27 Cpu. I am using Q-Fan. It works fine most of the time but sometimes probe starts to give warning: "CPU Fan below threshold". This happens when fan works at 2033-2045 rpm. Threshold is set to 2200 rpm which is the least possible. During the time spu temperature never passed above 45 C. However the only way to make fan work above 2200 rpm is restarting.. Do any of you guys know what to do?

I tried to contact intel, but all they said to me was "get a bios update"..
