bad ATI driver or card?-- CLI Application error?

Hello,

everytime I go to access my ATi control panel or anything related to my ati driver/vide card, I get the following pop up: ive reinstalled the driver a few times, and ive reseated the card a few times. ive even tried different drivers.. (and yes I did use driver cleaner pro for every reinstall) Im trying to avoid a reformat (which isnt even guaranteed to fix it incase its a bad video card) .. might you guys know how to help me out?

System specs
ATI drivers are known to be unstable. Try a diffrerent version until you find a stable one.

ive gone from 5.6 to 6.5.. do u kno a site that has like.. the very first ones?

i installed just the drivers (12mb download on ati.com) where can I access the control panel so I can adjust the color settings thru software? or do I need to download the memory eating CCC?

and im using winxp Pro
