Help with First Time Setup New MotherBoard (Aires RS482-M)

I have managed to put it all together but, everytime i turn the PC on, nothing shows up on the Monitor not even the BIOS and there is no beep either and when i what to turn it off i have to pull out the Power plug at the back of my PC.

If anyone has any ideas please let me know.
