paypal no longer offering money back guarantee

Amendment to the Money Back Guarantee Policy
Notice Date: August 10, 2006
Effective Date: September 14, 2006
Beginning September 14, 2006, PayPal will no longer be offering the Money Back Guarantee program. If you purchase Money Back Guarantee for an item prior to September 14, 2006, your item will still be covered by Money Back Guarantee.

Interestingly enough - their MBG program never was really helpful at all. Often buyers had to do chargebacks to get satisfaction on poor, damaged, or missing goods.
