Changing System.Ini Increases Performance?

Ok I Found this Tweak at a Forum that is supposed to increase pc performance.
I Havent tried it yet cause im scared i screw up my pc...
Anyone knows what this Tweak Changes?? Is it good or bad?

System specs
Hum.. AFAIK Windows 2k and newer plain ignore anything in system.ini

If you have Win98, then yes, I suppose some things over there may make things go faster.

Unless you have a really primitive system, you wont notice a difference.
