what exactly is that? Is it the speed at which it runs best at, or the fastest speed it will support? How much will it effect performance?

It shows the fastest stock speed RAM supported by the mobo (stock as in non-OC'd). It affects performance quite a bit. Slower speeds like DDR2 667MHz will be significantly slower in performance compared to something like DDR2 800MHz.
