Hardware can't be detected by my PC after format: The hardware is a TV Tuner card

Hi All,

Please help me with my problem regarding my TV Tuner card cannot be detected by my PC. It is actually an internal TV card using PCI slots. After I have reformatted my PC, it can't detect my TV Capture card hardware at all. But before the format it was working? Why am I encountering this? Can you please help me out on this?
