call of duty 2 packet loss problem?

call of duty 2 packet loss problem?

Windows Vista home premium
intel duo core 4400 2ghzx2
2G of ram
nvidia Geforce 8600 GTS

tehre is no error message so im gonna try to explain it as specifically as i can...

I start playing call of duty 2 everything is fine then it starts "Freezing" in a way...

everything will stop moving for up to 10 seconds at a time.. then when it starts moving again my lagometer (which im not sure how many other game has it shows your ping basically...) shoots all the way up and is Red which basically means no packet flow...

the other computer in my house runs off the same internet but never has this problem.. so thats why i think its my computer... i can run it in Windows XP compat without a problem but i get kicked from Punkbuster... for another error...

so if you can help me awesome.. if not then i understand as its not really an error and can be caused by any number of reason...
