Monitor or Video card problems!!!

i have a problem here!!! for some reason when i go the properties of my desktop, the options are in classic mode when i change it to xp mode i save it and do my changes but i can not change my monitors refresh rate. every time i go and save my xp settings, it alway return to to classic mode. when i drag n drop a window, it lags visually on the monitor and bugs the crap out of me! can n e one out there help me out?

Make sure you have the most up to date driver for your graphics card from its manufacturers website.

You could also try booting into safe mode (F8), go to device manager and remove the existing driver. When you reboot windows should run on the default driver which will then show you if the problem is just graphics. Personally I think there is more to it than that and there may be another issue as well. Try that and a new download for the driver and let us know.
