Computer wont boot and Windows setup cant find the HD

I was installing Photoshop on my computer when the power went out. The install didn't completely finish. Now when I try to turn the computer on it only goes to the XP logo screen. It won't go past that point and the little blue bar does move. I attempted to do a repair using the windows cd but it wont recognize my hard drives. I have 2 hard drives that are mirrored and I am using the correct raid drivers during the install. Do you guys think that I have a bad Motherboard? I can't think of anything else that it could be. I have already tried changing out the power supply and that didn't do anything.
