How to use fdisk on an External Drive

I have a new 80 Gb IDE hard disk on my USB 2.5 drive. XP was able to detected it but it didn't appear on my computer or windows explorer. How can I use fdisk on it and format it later?
 
Just use the Disk Management Console instead. Right-click on My Computer, click on Manage & go to the disk management portion of the utility.
