PCI-E problems and Vista

I just bought an ATI x1650pro pci-e card, and went to install it in my new vista machine I built. It had onboard video, so in XP I would disable the onboard video, change the bios to read PCI-E as primary video adapter, plug card in, install drivers, reboot a few times and im done...but I can't even get it to detect that I have the card in the machine. Ive tried reinstalling the motherboard drivers with no such luck. Any thoughts?

If you have another PC to plug it into, that would prove DOA

By the way what is your new Motherboard Make and Model number ?
This is Xp with Vista Upgrade installed or just Xp at the moment ?
 
I checked the specs on that card and it requires a 450 watt PSU (recommended) so do you have enough power? If it's not powered up enough, it may be too weak too show uo.
