Quick question regarding "end user license"

in my windows xp "end user license" it states this :

GRANT OF LICENSE. Microsoft grants you the following
rights provided that you comply with all terms and
conditions of this EULA:
1.1 Installation and use. You may install, use, access,
display and run one copy of the Software on a single computer,
such as a workstation, terminal or other device ("Workstation
Computer"). The Software may not be used by more than one
processor at any one time on any single Workstation Computer
.

does this mean that when i tear apart my current rig with xp on it i can install it on a completly new rig as long as i am not using it on the first rig?

sometimes i read too deeply into things and confuse myself.

if i can do this, i may return the copy of vista i bought (since it hasnt been opened yet) and use that money on upgrading my weaker parts in the new pc.
 
That is how I understand it & tend to use my Windows licenses but I think that vision is not unanimous.
