Usually not. You can back up the software, and can re-use it if you don't wipe out the install on the main hard drive. But if you reformat and wish to reinstall Windows on your HDD, or most other software programs, you will need to reinstall any devices and software. The OS and the programs must be re-established in the registry, and the relationships between programs must be re-established.
