1.40GB of RAM on Windows 7 64-bit

Its likely fine, Windows Vista and 7 use Superfetch, which basically loads up commonly used programs in the background so they load faster when you launch them. What you want to pay attention to is the amount of Available RAM. If you see that dropping near or to 0 then its time for more RAM.

As above. Mine hovers between 1.3-1.4GB of RAM used just running the aero desktop, and with firefox running. It doesn't really change from that either, until I start gaming.
