1.6 GHz processor running at 101 MHz depsite power options

As the title states, I've got an issue with a Dell Precision M70 running at 101 MHz despite the power options that I set it at. I've checked the BIOS to see if there was a way to change the clock speed from there but, knowing Dell, of course there wasn't a way to change it. The processor is a Pentium M 1.6 GHz processor. Does any one have any advice that may point me in the right direction. Any thing is always helpful.

Can you check using CPU-Z to be sure, 101 MHz sounds more like your FSB before the multiplier, if your multiplier is stuck at 1x then this would really result in a clock speed of 101 MHz which would really result in a unusable computer.
