12v on motherboard reading 13.2v

In hardware monitor, reading 13.2v on the 12v line.

Should I be worried? BTW im already about to RMA the motherboard because of broken sound. (might these be related?)

What does your boards BIOS voltage monitoring read ? When you say hardware monitor I assume you are talking about the utility?
If this is the case then HW Monitor can have reporting issues with certain chipsets and boards.
If you're reading the voltage from the BIOS's hardware monitor then it could be a faulty voltage sensor (likely), or a PSU running out of specification. Checking the PSU shouldn't present much difficulty if you have access to a multimeter or just have an electrician test the output.
