9600GT lower clock than it should

Hi all, I was given a MSI 9600GT OC (T2D512OC) from a friend who upgraded to 5850. So I replaced my old 9500GT and use the 9600GT. it appears to run perfectly, except that the clock it runs seems to be lower than it should.

I run a GPU-Z and check the status on nvidia system information, it shows:
Core : 675 / Memory : 900 / Shader : 1650

whereas it should be 700 / 950 and 1680. I know it's not a big deal considering how crappy my 4-year-old CPU is, but I think it would be nice if there's a easy way to bring the clock back to the 'factory' settings.

Thing is, I'm pretty sure my friend did not know whether the card used to run at factory speed or at the reduced speed. Well, I'm just curious. Or is it the nvidia drivers instead of MSI 'customized' drivers?

System specs, if needed:
Intel Core E6300 1.86
Gigabyte G31M ES2L
3GB DDR2 RAM
1000GB HDD 7200
MSI 9600GT OC
Driver : 258.xx (from nvidia website)
OS: Win7 Ultimate x86

So I finally overclock it to the 'factory' 700 / 950 / 1680. There are small improvement in MSI Kombustor (Furmark) but none in Just Cause 2 and GTA IV. Tried pushing it to 800 / 1000 / 1750. At most 1fps increase in each games. Decided not to over-clock anymore.

Obviously the E6300 (1.86) is holding it back, overclock doesn't help. time to save for new platform :D
