Active VS. inactive window settings

I've gone to the control panel to try to change the type size.
We need the type larger in my outlook express emails; in websites for news stories; in various webpages, etc.. I'm having trouble figuring out what to change to get the correct results.
The results are not the same for every webpage. Some type be larger & some will be too small type.

Also what type gets changed in the active & inactive windows??
