ActiveX Problems PLease help

My problem is that whenever i go on a website any type of websie that needs for me to use ACTIVE X it does not work IE:Windows update it has been going on for the past 6 months it is right now that i heard about this website please i beg for help also it says my security settings Do not allow Direct X Controls to run But when i try to lower them it says that the default is Medium and i cannot put my settings lower only higher....

This is what Microsoft say -

Change Internet Security to Medium.

1. Tools/Internet Options/Security.
2. Make sure Internet Zone is selected in the Zone box.
3. Select the Medium security setting, and then click Apply.
4. Close and restart Internet Explorer to apply the changes.
5. Disable your antivirus software before you accessing Windows Update.
Also disable any other security software that might block Avtive X.
6. Start Windows Update, and then accept the ActiveX Controls.

Or

Enable all ActiveX controls

1. Tools/Internet Options/Security
2. Custom as the security level, and then click Settings.
3. Enable all ActiveX Controls and Plug-Ins.
4. Close Internet Explorer, and then try to connect to Windows Update again.
5. Proceed with Step 2, even if you can now access the site
