Advanced Virus Remover infected my computer

I got infected yesterday.
I tried to get rid of it, but:
-task manger was diabled
-registry editor won't open
-can't download removal scanners
-every antivirus program I have won't run

I went into safe mode, but that didn't help at all. All the above problems were happening in safe mode too.

It was getting late, so I turned off my computer to tackle the issues the next day (which is today).

The situation has gotten worse.

In both safe and normal mode, the icons and toolbar on my desktop are gone.
All I can see are the black wallpaper in safe mode and my regular wallpaper in normal mode.

Is there another option other than re-installing windows?

I worked on a computer just recently where I had to remove this type of virus and installed and ran this program to remove it. It did work...
Malware Bytes
Give it a try and let me know. Once you install the program, run a full scan, and once it's complete, select all the issues it finds, and click "remove selected"
That should be it.
