Always lag spiking

    Before I start here are my computer specs

    AMD Athlon(tm) 64 X2 Dual Core Processor 5000+ 2.6ghz

    2.00 Gb of ram

    Nvidia Geforce 9600



    So anyways to make a super long story short, I got my computer reformatted about 3 weeks on the count of I was having some driver related issues and I couldn't figure them out for the life of me. But after the reformat instead of everything getting better, I've been experiencing lag spikes in every game I play, It's even started to effect some browsing because I'll see it from time to time. At first I thought it was a router problem but even when I directly connect my computer I get the same spikes... so it makes me believe that it may be an ISP or maybe even a firewall problem.

    I ran DPC latency checker and it's obvious that something is going on due to a ride from 6 latency to 9,640 every 5-10 seconds or so.
