  1. Ok, so i have PC wizrad running because i am trying to play GTA IV And it is running very slow.

I have an AMD Athlon x2 QL 64

Its original frequency is 2100mhz and it is running at 1094mhz, when i look at it, sometimes it suddenly jumps up to 2100mhz but then goes back to 1094, i'm pissed because i was excited about playing my game and its sucking...

I'm running vista right now too..

And i do not have that AMD program that underclocks your cpu so dont ask XD

its your power management scheme, its a power saving program that throttles up the cpu as demand dictates.....i dont like it either LOL. go into your power management and change it to performance and that will stop.

did you hit apply, if you did its not saving the change then because thats the throttled down frequency for that cpu.

have you tried a re-boot right after saving the power scheme? i had a X2 4000 system that was stuck in the 'throttled mode" as well i ended up dropping it into safe mode if memory serves.
BTW it is (or should be throttling up to full speed while your gaming)
