Now that Chrome OS and Android are both being run by Sundar Pichai perhaps Google is planning on combining their two operating systems into one finally. Computer monitors will be using 4K before phones and tablets, and that may be why they already have 4K code in Android.

You will need a powerful GPU. But think about it, the Nexus 10 has a high resolution display (something below 2560x1440) and it is run fine on the quad core it has (games can be played at about 30 fps). With new GPUs on the way (and GPU tech constantly being updated), I think we can get 4K tablets that run games fine within a year.
