Another program is currently "using this file"

Everytime I try to go into my taskmanger this comes up "another program is currently using this file", I have Norton and ran a scan but after 8 hours of scanning I stopped the scan and it found nothing at that point. I tried several times to download AVG but after 63 % it gives me an error and closes out. Can someone help please. Also all this started happening when I was using Limewire.
