what should i do when i click on my ATI control center and it says
You do not have permission to change Catalyst control center settings.please contact your administrator for further help.

Are you logged in with an account that has admin rights? If not, you probably need to be in order to change the settings.

That means that you are not signed in as the administrator. The pc is set up so that only the administrator has the rights to alter settings.
Is it a work pc or your own pc?

i checked and i am the administrator user

Try uninstalling and reinstalling ATI Catalyst Control Center (CCC). Maybe it just got buggy in your case.
