The HD 5650 is the better card and will provide for a better balance between framerate and image quality.
HD 550v is basically the old Mobility Radeon 4650, with core clocked at 450 MHz and 128 bit memory bus interface. Whereas, 5650 have more shaders and should be clocked higher as well and its built on 40nm process, hence, I agree with Moiz's recommendation.
