You can use an HD 3650 at most. Anything beyond that and you'd need a new PSU.

Yep, it should work fine, although I recommend getting a 256MB or 512MB version with GDDR3 memory. The 1GB of RAM on that card is practically useless and is slow too.

pretty much every card these days comes with a dvi to vga adapter or it will have a vga output on it
