Black screen after monitor resumes from standby

I have a strange issue with the screen going completely black for around four seconds after the monitor has been into standby mode due to inactivity.

The screen only seems to go black when either i enter a program that requires a UAC prompt or when i shutdown (it goes black before the desktop changes to the 'shutting down' screen). The issue only happens once until the monitor goes into standby again.

The computer does not freeze as i can accept the UAC prompt even when the screen is black.

Using a different monitor does not solve it and i have the latest video card drivers and latest BIOS version.

I am using a fresh copy of Windows 7 Professional x64.
