Blender ui problem

I have tried to install 2.3 numerous times it loads fine but as soon as I open it the ui is all corrupted with lines all over and the buttons all distorted.I have an ati 9550 but I have ran it awhile ago with no problem I have the newest driver.cleared all the temp files and installation files but with no progress

Got the UI to work by first lower the graphic accelleration in display properties and once directx is turned off it was fine.did a sfc /scannow and put the acceleration back to normal now trying to figure out why when using the menu it crashes
