Check all your power and IDE cables at both ends. Check the optical drive to see if a jumper has fallen off.
If old, it could be a failed optical drive. Some brands only last a year.
  3. All Windows 98 and 98SE CDROMs are bootable (older Discs such as early Windows 95 releases are sometimes not IIRC). Try booting from the CDROM itself and not from the floppy. If that fails then you know you have a problem with the disc itself.

The problem with the boot up floppy disk is that it may not be loading the MS CD extensions and driver which is why the CD may not be accessible. Booting from the CD does not require the mscdex or the real mode driver initially in order to boot, but it will require it after this. You can select "start computer with CDROM support" from the disc's boot menu followed by the "run Windows 98 setup" option.
