Temporarily, probably. However most people are willing to pay the price not to be spied on

It's not going to make any difference since the internet is not a physical thing its a logical thing. It doesn't matter in what country you are or what backbone connection you use, its all freaking connected and can still be spied on!
This is noting but a giant waste of money and showing off big lack of understanding how the internet works.

It is easier to spy when you have access to end equipments of the cables. Take a look at the map : Many cables go through US and UK stations where NSA can easily make taps. This will be more difficult in Portugal or Brazil and no back-doors in not-US made equipments.
With sufficient pressure and money NSA may nevertheless succeed in spying...
