BSOD power state failure interpretation please?

Hello! I see that you commonly request folks attach their minidumps and you are able to tell us what the problem is. I am fairly new to buliding my own computer and I am sure it's something I've done wrong. Any help at all is extremely .... helpful. I am at a loss :(

it is the 0x9f error
model pc: ASRock H61M/U3S3 motherboard and Radeon HD 6850

Can you give us the rest of your computers stats?
How and what RAM do you have?
What power supply do you have?
What processor?
In the meantime you can try updating all your drivers.

I appreciate your advice to update my drivers. I'll get right on that.

Update: I checked each driver individually to be sure they are all up to date. Nothing needed updates.

Today and yesterday when I attempt to restart my PC, it hangs on the shutting down screen ... just keeps spinning, and loading, but never shuts down :(
