Perhaps some details like WHAT modem you use would be helpful... What kernel, what particular RHL you use (version number) and in what environment you're having trouble ( a shell? Which shell? What dialup program? X-Win?)

i dont completely know or understand al those terms you mentioned as i know nothing about linux but i'll do my best.
maybe the following might mean somewthing?
    red hat linux version 9
    x-window
i'm using the basic connection wizard(modem connection)
my modem is a lucent win modem

    You have two problems there

not knowing anything about Linux, and the windmodem

the Lucent windmodems are sometimes supported by an "ltmodem" driver. However, its not always included with a distro.

The easiest way around a winmodem is always to go out and buy a hardware external modem. Sorted for all OS's.
