Can I run a system restore disc from DOS?

I cannot currently get into my windows, and I do have a system restore CD. Is there a way to run this disc from DOS?

Most of the system restore discs I've used were always outside of Windows. Is this a bootable disc? If so just boot the PC. Be aware that you will lose the data on the drive if you do a restore.
